The phrase The Flower (could also be The Flowering) refers to the flowering of consciousness in the Physical Unit. Like a real flower in the real world, The Flower begins with a seed and only grows to full fruition with proper nutrition, proper environment, and proper protections. Also as in the "real" world, the Flower is in a continual process of growth. However unlike the real world where recycling is a necessary part of the natural ecosystem, consciousness has no intrinsic need to cycle and rebirth.

The process of flowering is beautifully symbolized by the Lotus flower, whose beautiful symmetrical leaves mirror the energetic outflow of the Crown Chakra, and whose beautiful life and power emerges from the vast and eternal cosmic ocean of consciousness (a.k.a. Fabric of Consciousness)
