The Plan (a.k.a. the Divine Plan) is a plan to encourage and support species evolution on as many planets as possible. The goal of support is always Planetary Graduation.
Notes
To serve the Plan, one does not have to be fully conscious and connected. One can intuit appropriate actions, or one can temporarily connect and download relevant information.
