Evolutionary Stagnation occurs when Planetary Evolution stops. This typically occurs when a planet's Life Systems achieve Prosperous Homeostasis and a planet's sentient species achieves Pastoral Comfort. During a period of stagnation, a planet's World Systems fail to develop and evolve. An Intervention is typically required to tip a planet into Stage Two of its Evolutionary Theory
Notes
Prosperous Homeostasis + Pastoral Comfort + strong Connection = Eden. A primitive form of The Garden often occurs at the end of stage one. A more advanced Eden is developed and achieved once a species graduates Stage Two: Expansion and enters into Stage Three: Integration.
Stagnation is typically a problem only at the end of a planet's Stage One evolution development when a planet is highly productive and a species develops political and economic forms capable of sustaining life comfortably.
