Evolutionary Process
The 'Evolutionary Process is a seven-stage process by which first the universe, and then individual life-bearing planets, go through. The three-fold teleological goal of the evolutionary process is a) to create garden planet's thriving with life, b) to populate that planet with a Pinnacle Species that is c) capable of developing globally scoped World Systems sophisticated enough to handle incorporation into the Galactic Federation.
